Elf Slippers

I am having a heck of a time with the Knit Elf Slipper pattern. When knitting the slippers sides Rows 3 reads: Knit to last 4 sets, (kfb)twice, (kfb)twice - 62 sts. The cast on is 53. I have tried every way I can think of and always come up with extra stitches. How is this done???
