Cut a 12 inch-by-1 inch strip of cardstock and press a length of washi tape along one long edge. Then accordion-fold the cardstock, making folds about every 1/4 inch.
Glue the ends of the paper together to form a cylinder, making sure the paper isn’t twisted.
Press down the top edge of the cylinder into the center to make a circle.
Then secure with hot glue to a piece of paper or wooden circle. Optional: Add an embellishment centered on top to finish.
