Push a little ball of stuffing into the end of a sock.
Now tie a knot in the sock to keep the stuffing in place.
Cut the end of the sock off and neaten up the edges.
You could add a googly eye to make your toy look more like a fish.

Top tips! To make your cat toy even better, tie it to a stick and wiggle it around so your cat chases after it.
